Guessing here but could be Engine running very lean, starved for fuel. Choke cuts down air so it can run. Perhaps the idle jet or passage is clogged, usually with old fuel. Try choke cleaners.

Does the generator source fuel from the vehicle tank? Most will only pick up to about 1/4 tank to ensure you can still drive the vehicle. If marginal, could be sucking air from the fuel pickup.

Good point, its happened to me. Problem is usually when the pump goes dry, it takes a flooded suction to pick back up.

I put a squirt bottle cap on a bottle of Seafoam, for just that purpose.

Hold the choke open, squirt a bit of Seafoam in and crank the engine over (while squirting). Let stand about an hour or two, and it'll probably start right up.

I learned this when I let my spare 5500 set for three months with gas in the carb. I run it dry now after testing.
