The original owner apparently got tired of tripping a 30 amp breaker, so now that wire can melt @ 59amps and burn the camper to the ground, but the breaker won't trip!!
Your best bet is to remove the jumper and find out what is tripping the breaker and fix that problem.
If appliance requires more than 30 amps it's to big for a 30 amp circuit. Your trailer is only wired for 30 anps.
If you have 220v service then that service has to come from the shore power, you can not create it in a 120v subpanle. (I've only seen 50 amp 220v never 30 amp 220v.)
This is a very dangerous set up.
Your currently running 220v through a line that should be 110v. With that jumper across the two 30 amp breakers, neither of them are going to protect you. You basically turned two 30 amp breakers into one 60 amp breaker. That 10 g wire won't handle it. FIRE HAZZARD IF I EVER SAW ONE!

While I typically take a "Caveat Lector" (reader beware) approach to most posts, there is SO MUCH bad info here that we are unapproving the whole shooting match until we can figure out what to do with it.

I have been working with Monte offline and will post the final resolution of his question.
1) The right side addition does not go to a second air conditioner, so some wire chasing is needed to proceed.
2) He does have a method of monitoring total current draw.
Thread is closed for posting and when it is figured out we will open it to post what Monte finds out.

OK, we have resolved Monte's issue and here is what is going on:
The previous owner removed the OEM 30 amp service panel and installed a 50 amp service panel without upgrading the existing wiring to add a 15 amp rated circuit for a residential refrigerator (fed by a dedicated WP 5110R INverter Charger) and while he was at it added a dedicated 20 amp rated circuit to a duplex outlet under the dinette.
By tying the two 30 amp breakers together, if either of the breakers trip, shore power will be disconnected from the entire camper and the battery will power the fridge through the WP-5110R.
He has a hard wired EMS-HW30C RV Surge & Electrical Protector to keep a close eye on total amps being used.
With the two breakers daisy chained, there is the potential to draw more than 30 amps if current use is not monitored. He is aware of the potential danger that a long time overload would pose.
Obviously it worked well for the previous owner and, armed with knowledge of what to look out for, will work well (and safely) for Monte.

Thank you for the update. It will answer a lot of unanswered question and will make it safe for him to use his RV within his 30 amp shore power supply.

I'm glade the drawing matches my post #4.
There is no potential danger of drawing more than 30 amps unless it is plugged in to a 50 amp service using a dogbone. There is only 120 volts on one wire being delivered to this panel. No need to monitor anything. The 30 amp shore power 30 amp breaker will trip and disconnect everything if any combination of breakers goes over 30 amps.

I should have said (for completeness) that "if you are plugged into a 50 amp outlet via an adapter, there is the potential to draw more than 30 amps and overload the camper's supply wiring."
It is sort of inferred, but there you go.
It would have been better if there was a way to tie L1 Buss to the L2 Buss directly (from the top), but working with what he had, I think the previous owners solution was "elegant".

Herk, thanks for the editing. It is certainly an interesting setup. But I would suggest the site team close the thread to additional posting. There is a lot of bad info here and likely to be more as people post opinions without studying the full thread.
