Is it a flooded battery. Have you ever checked the acid levels inside?

It will take a while (overnight) to charge the battery so what you are seeing now sounds right. You should see about 13.8V on the battery while it is charging. I would leave it over night. Then unplug from shore power and wait a few hours and test the battery again. should be between 13.6 and 12.6. There is no issue testing the battery or playing with it in the rain other than you getting wet.

Thanks Bob. Checked this morning and I have 3/4 charge so it's working now. I thought I had a multi-meter but it's just a voltmeter so I'll pick up a multi-meter and read up on how to use it to test things. Thanks all for the help!

Yep, the resettable fuse is a common cause to the battery not being charged by the converter.
You still should test the battery with a hydrometer, when not plugged into shore power.
Draining the battery down that far, could've damaged a cell.

Especially running one down and not recharging properly. People assume (falsely) that a 20 minute charge 'tops' of the batteries and that's completely false.
