I have a 2017 Silverback 32rk and when camping the batteries do not charge. I measured output at 12.4 volts from the converter, I assume it should be 13.6 like a battery charger. When plugged into shore power the battery continues to drain, plugging into my running truck charges batteries. I took to dealer and they said the converter tested fine at 12.6 volts. Help please, my rig is still at dealer so I don't know the brand of converter or have a spec sheet at home.

Find another dealer... QUICKLY!
They have no clue if they said converter output is fine at 12.6v.
Also when you tested the converter output voltage did you disconnect the cable(s) or just test while connected. You (and the dealer) may simply be reading battery voltage.

Sounds like the converter is bad. Most of the more advanced converters (like what you most likely have) will automatically adjust its output voltage depending on how much the battery needs to be charged/recharged and maintain an output to handle what you are using. Looks like yours is not doing that.
Agree that is sounds like your dealer either doesn't know, or is looking at a way to not replace the converter.

13.6 Vdc +/- 0.2 is a "pass" (minimum output voltage) if there is no load on the converter. Voltage can be different (even zero) if the battery is bad or has a cell(s) internally shorted.
Always test the converter output with the positive terminal of the battery disconnected.
Also check for a blown/tripped fuse between the converter and the battery, if the converter checks good (battery disconnected) and the battery still does not charge. It can be reset by pressing the button on the side back in.
