I can't imagine a surge would take out a non GFI outlet.
I'm betting the outlets in question are controlled by a GFI somewhere up
the line. Find that GFI and reset it or test to make sure it has power
coming to it and if it's not going on down the line replace it. They aren't that
expensive.
