The brake lights do work.
Any tips or advice on how to trouble shoot this problem with our running lights (we'd like to avoid numerous 120 mi round trips)?

I believe I would start at the junction box under your pop up hitch.
All connections are made there.
You need a good digital volt ohm meter and a lot of patience.
Start tracing wires and checking for grounded shorts.
