Is there a brake controller tester??

Hooked up yesterday to head out and my Prodigy P2 indicated there was a short and when the brake was applied an overload.
I inspected and cleaned the plug & receptacle; inspected the brake wires under the trailer; and checked the wires running to the controller under the dash. I measured the resistance of the brake terminal at the plug. It was .4 Ohms. Good or bad? I don't know.
When I drove, the failure codes went away and brakes worked...most of the time. I would occasionally see the SHORT code come up and have no brakes momentarily.
Is there a diagnostic tool that the trailer cord can be plugged into to check the trailer harness, including the lights & brakes?
And is there one that can be plugged into the truck to check that circuit of the controller?
