Loose fiberglass type insulation in an Onan genset?

I was doing some routine checks of my rig and found what appears to be loose white fiberglass type insulation in my Onan genset. I opened the front cover and the insulation was sitting on time of the motor just inboard of the carb.

Is this something Onan put there or did I have some field mice building a condo for the winter?

I'm leaning towards the mouse house, but my rig is less than 2 months old and I've never taken a close look at the genset insides other than to check the oil.
