Voltage difference between charge controller and main batteries

Have Apex 22GBS, the voltage at the charge controller and remote voltage meter is 11.34v under slight load, the orange light changes to orange(MPPT), on the controller, however at the battery terminals the voltage is 12.40v under same load, these are 2 brand new 6v batteries 225amp each wired in series to make 12v, it was same readings with other 12v battery fitted, 11.34v gives the impression batteries are going flat but are not, any ideas please.

ps: the readings were taken just after it went dark in the evening.
