my Yamaha EF3000iseb generator works fine, but has serious surge at idle unless the choke is partially pulled out. any ideas about what I should be looking for as the cause?

How old is it?
Have you exercised it regularly to keep the fuel fresh?

is this surge at no load or with something plugged into it?

It hasn't been used much lately, but I drained the fuel and installed new fuel, also added SeaFoam. I suspect it has a clogged pilot jet as it runs fine under load and only surges at idle.

I suspect, what you've suspected is correct.
Running it a while with the SeaFoam 'may' help... it may not.

I had the same issue with my 2400 a few years ago. Pulled the back panel, air filter, etc and sprayed it with carb cleaner. Ran a heavy dose of sea foam for a few hours (smoked like crazy). It has work great ever since. I always run the fuel out of the line now when done for the weekend and drain the fuel bowl at the end of the year.
