This is the video I was looking for. Starting at 00:58:
"On a lug centric wheel, the hub bore is also the center. Yes, contrary to popular belief, the hub bore in a lug centric wheel is the center of the wheel. In fact, this is the reference from which the bolt circle is determined."
Hub centric or lug centric only refers to the way that the wheel mounts on the hub. It does not refer to how the wheel is manufactured.
