Level the Frame or Level the Camper Floor?

While setting up my WDH I was instructed to set the Camper Frame level. However when I checked the Camper Floor, it wasn't level. So do you use the Frame as level for "Towing" and the Floor as level for "Camping"?

I'd use the frame level for towing. You want to be as level as possible when you tow.
When you're camping, you're basically leveling for the refrigerator. So level for the fridge and you should be ok.

It should be leveled with the frame as that is what the WDH uses to adjust the load weight and pressure. My trailer floor was quite close to the frame level so I could have used either.

You can move the level around and find different readings. No RV is completely level inside.

When I'm setting up my WDH I'm rarely on a perfectly level surface so I just set it so the frame measures the same distance from the ground, front and rear, or reasonably so.

When setting up for camping I want the floor level, or again fairly close. I don't want things rolling off the counter or worse, me rolling out of bed.

Two different purposes, two different approaches.

My wife doesn't like the bathroom door to swing open or shut. If the door stays where she puts it, the rig is level. After a lot of years we've never had refrigerator problems so I don't worry about it.

Yup, frame level for towing. Setting up, we have to leave the slide side at least a half-bubble high. The torsion bar suspension settles over the next day and we level out.

X2!! Might have some 2x3 on top of the steel I beams but both should be parallel to each other.

That is correct. But the camper doesn't need to be perfect. Are you going uphill? downhill? It's your tow vehicle that needs to be near normal. Short version: Measure fender height before and after. They should be about the same.
