TT tires says it is rated for 75?

I have a new Rockwood 2604ws and the sidewall of the tire says it is rated for 75 mph not 65. I don't want to go 75 but between 65 and 70 mph, to keep up with right lane traffic, is it safe? The tire is a Constancy ST 205/75/R14 with a "L" speed rating 75 mph, Load range "C"

No, you have to go 75. It is unsafe and may explode if you go 65 or 70.

I have the same tires on 2304DS, just finished putting 4,000 miles on them in two trips. I have TPMS and watch them like a hawk. So fare cruising at 67 no problem.
