It means you can use whatever inflation pressure is needed to provide up to and including 1900# of load capacity. Was the web site a product of the wheel manufacturer? If not, ask them. They are required by FMVSS standards to provide you that information.
Note: It's almost always recommended to use bolt in valve stems on trailer wheels.
