A couple of years ago when we had our Bullet trailer we had both propane tanks stolen.
I solve this problem by drilling a 1/2 inch hole in the big wing nut that holds them down and the same 1/2 inch hole in the cross bar that keeps them apart. Then drop a long shaft padlock thru these two holes and nothing is going anywhere.

3/8s hole works for me. I can live with the questionable fire safety issue.

There is no fire safety issue. They valves only need to be readily accessible

Even if a Fire Department deemed it necessary to remove the tanks, they carry a "Universal Master Key" -------- Bolt cutters with long handles.

They use them to access anything with a padlock on it without bothering to wait for someone to find a key. They also carry a "Halligan Tool" which opens all kinds of doors, locked or not.
