You are probably running into a "House Policy" of filling by measurement rather than "outage" or OPD shutoff.

I run into a similar problem when buying gas in the No Self Service State of Oregon. Attendant fills till auto shut off then rounds off to next even dollar, even though I'm paying with a credit card. That's what "Minimum Wage" gives us for customer service personnel.
BJ's will not open the valve and deliberately short fill a 30# to 6 gal..

She told me to hurry since she was leaving soon and was the only one there certified to fill tanks. I was there in 3 minutes.
