Propane water heater

I recently purchased a legacy forest river 34bh with instahot and propane water heater. I can’t get hot water propane system to turn on. Propane is full, tank is full in the water heater.

Do you hear a ticking noise when you turn it on?
On the right side it looks like you have a power switch that is turned off. Not sure if that is for an electric element or main power for the unit.

The switch has 2 on positions. It’s on. I don’t hear clicking if I turn it on or off.
