My understanding is that older bottles without the overfill valve need to have the valve replaced usually at a cost more than a new bottle would cost. I've had recert's on my trailer bottles with newer valve all ready installed for 7 bucks. They usually look to see if the bottle is rusty or dented, and put a sticker on it.

Those tanks you call 20lb hold 4.5 gallons of propane and should weigh 40 lbs when full.
Incorrect as stated earlier DOT backed off of the 10 year requirement after an outcry from the industry. Its still 12 years after original manufacture and 5 years on a visual.

Most refill locations will not do the inspections because they assume liability. Some full dealers wont do them either for the same reason. I have a customer that will not fill motorhome tanks period, because of assumed liability.
My suggestion is to call around.
