Not meaning to be too precise, but not every 5th wheel has them. Some, like our has plenty of open space under the bottles...

IMO: That is an atmospheric vent for your LP gas bottle compartment. This allows for the air within the LP compartment to vent out to atmosphere (outside) to keep from having build-up of LP gas IF there was even a small leak.
