What model/type water heater do you have? What you pictured appears to be a Suburban Furnace vent.

I agree, that area behind the screen looks to be the furnace vent and air intake. As to the rest of the rusted metal, looks to be like someone's latter add-on, suitable for the junk pile.

I'd take it off, clean the area of any rust using Naval Jelly, patch the holes with marine epoxy and forget about it.

Could it be a combo vent?
I could have sworn I felt exhaust coming out when WH was on and no furnace was on.

The gadget pictured in your first post is definitely the furnace. You may have something else wrong but no heated exhaust should come from this area when only the water heater is burning.

It’s my guess that this furnace is engineered/built to be removed out the side although I haven’t seen this setup since I had a late 90s Fleetwood Mallard.

Regardless…The panel is really rusted.
Was hoping to buy a new panel somewhere.
This camper is only a 2019 but it’s at the beach.

After doing some checking, that is the way Forest River configures the furnace vents on the Sabre model. Perhaps it is configured that way to allow removal of the furnace from the outside?

Anyway, to the OP: That is in fact your furnace vent. Your water heater is to the left of it. You'll probably have to contact Forest River for information on a replacement.
