Frame/chassis Painting

Q: I own a 2001 FR 1610 pop-up trailer. The frame/chassis and tongue are primarily FADED black. There is some rusting, but it is very minimal. In order to preempt any further rusting and to "shine up the old wagon" a bit I'm going to re-paint the frame/chassis.

In order to fix the light rusting, and keep it from getting worse, can I merely use my palm sander and sand off the rust smoothly, and then re-paint with a few coats of black spray rustoleum????

Or, is it more technical than that?

IF you're going for looks you can sand and paint.
I generally just hit it with a wire brush and slather on the rustoleum gloss black!
Underneath I might use spray paint in hard to reach areas.
