Ladder problem

My external ladder vertical tubing is separating from its mounting fixtures. It is the right side tubing separating at the bottom fixture. This is the area where the ladder tubing curves in to meet the side of the trailer. Is there a way to fix this? I don't have a lot of tools or talent and we are on the road for another couple of months.

Looks like it might be an expanding collar that just needs to be turned and the ladder shoved in?
