I think that this is a cover to cover the screws were the pieces of the siding meets. Do I need to caulk this . It look like it has cracked. Here is a picture.

Yes that is what it looks like, you can buy replacement strips for that, it looks cracked on top, just but the strips, it's only rubber. Pull it off and measure the size you need.
