It can be fixed, it's not going to be easy it's going to be very time consuming,, and the correct adhesives have to be used. You're going to have to open it up, try to peel back the FRP fiberglass and get back to solid wood that can hold a screw. Who knows how far the water traveled sideways.
I'm not sure why it mattered if it was military personnel owned. That has no bearing on the condition of the rig. There must have been a reason why the roof was replaced in 2021? Water leaking?. You're not going to be able to adjust to push it all back together and think the problem is solved.
