You need to keep the under-carriage clean and painted. I'm under the camper at least once every year touching up any areas that I find with black Rustoleum paint.
others have also suggested spray on undercoating which I may try in some areas this year.

I use Rust Reformer. Seems to work well at stopping light surface rust in its tracks.

I have heard good things about POR 15. It is supposed to be an apply it once and done thing. You can get it at most good auto parts stores or summit racing. Once the weather breaks I'm using it to do the underside of the truck and tt. It is supposed to go on right over the rust and kills it by sealing it in.

My 2012 Apex 151RBX was rusty the day I picked it up (early February 2012). It was due to poor welding and poor prep. Took it back to have the water tank supports welded properly and the frame repainted.

I have also heard good things about POR15.

POR info says 1 qt will cover 96 sq ft for 1 coat. They suggest 2 coats for maximum result. I saw it for $47.50 a qt. I personally don't have that kind of exposed square footage underneath. Just two rusty axles and some frame.
