Under normal conditions, the steps should come down far enough to allow the door to open/close when on level ground and the step leveling legs are all the way up. You then extend the leg(s) to compensate for unlevel front to rear if necessary.
You do know each leg is adjustable?
In unlevel conditions (side to side) where the door side ground is high, you may experience a situation where even with the legs all the way up, the door won't close but that shouldn't be everywhere or every time. In that situation, all you can do is dig a hole(s) for the step legs or run the wheels/tires up on blocks or raise your hydraulic leveling system if equipped.
Have you never been able to use the steps and open/close your door?
