replacing cable actuated valves

I want to replace the 3 cable valves in my Silverback29re 2013. I know that I have to remove at least 1 underbelly panel in the front of the drain line,my question is can I reach the 2 waste water valves under this panel or do I need to remove the panel in front of the front axle as well
