If it really is plumbing putty, it can ooze out for quite some time after the drain is installed, but it will eventually stop. Just scrape it off until it stops coming out. It wouldn’t hurt to check beneath to make sure nothing is leaking, though. On a previous RV I owned, I found they used butyl putty on all of the drains instead of regular plumbing putty. This stuff would never quit oozing out. I ended-up reinstalling all of the drains and strainers on that RV. After cleaning off the sticky butyl, I used putty for the metal drains and latex caulk for the plastic drains.
