Leprechaun wheel well liner/padding

We have a square corner of a piece of material or padding sticking out of the wheel well above the tire which appears to be the front top corner of some sort of liner or padding which is glued or somehow attached to the inside of the wheel well on the back side of the wall. It is still attached at the rear and across most of the bottom, although I think it unlikely that it will remain attached for long.

Questions:

1. Does anyone know what this actually is and what, if anything, it does;

2. As we are in the middle of a long trip, what is the down side to just pulling it out altogether (and perhaps saving it for reattachment at some point in the future; and

3. Does anyone have a suggestion for how to reattach it?

Sorry I can't post a picture, but don't seem to have the bandwidth to get it to upload at our current location.

Thanks for the anticipated help.

Without photos is difficult to help you. Mine does not have it. I assume gorilla glue would help.

If it helps at all, I'm about 3000 miles further down the road than I was when I first posted this. It still looks the same. No worse and certainly no better, and I haven't noticed a single thing that is different than it ever was. No more noise, no rattling, no nothing. I'll do something about it when I get home in a few weeks.
