Clear coat in FR3 sticker

I have a 2015, 22,xxx miles. It is parked outdoors, not covered, on the central coast of California.
The top of the front cap looks and acts oxidized. The spot I am referring to is only above the windshield. It is the same tan color as the bottom.

There has never been a FR3 sticker on it. When it is "dew y" , the front windshield get streaks down it. Like what happens to an older metal sided RV.
When you rub you fingers across it , it comes off on your fingers

The rest of the MH shines like a diamond and there are no other flat spots.
I have washed the MH with the same soft brush extension pole thingy.

Could they have missed stickering and clear coating?

Closest warranty is a 3 hr drive.

I got rid of the streaking by getting up that roof and clean my de-colored front cap. Wash it down real nice. Because it does not have a coat anymore it gives off a dusty residue, if that makes sense??

I am going to have front cap 'wrapped' with some cool design
