Bike carrying options

I want to carry 4 bikes on my 5th wheel. I don't want to use the bumper as it is too much weight, i can't use the pin box option as I have a short bed with a slider hitch and don't want to risk it, I don't have a ladder, and installing a hitch seems to be expensive.

My one idea: I have 4 yakima wheel trays with tire straps from an old set up. Would ther be enough room to mount those on the cargo rack (staggered if possible), then put the bikes in them, and then throw a strap around them so they don't tip? Or would i need a vertical bar so they didnt tip?

Can you get a front receiver for your truck and put a rack up there? Or can you get a roof rack for your truck?
