The two wires that go from the thermostat to the AC control are shorting together somewhere. They may be running over a metal edge, shorted by a screw or staple, or stripped bare somewhere.
You could temporarily run a pair of wires externally from the thermostat to the AC control to verify this.
Turn the circuit breaker off until you find the short to disable the AC.
