Wire without fuse...

So does anyone e care to take a guess at this?
I was working on following my trailering wires back (thinking about adding a tailgate light bar to rear of camper) when I found this. The silver box is the junction box where the trailer plug wire goes in and is distributed. The red wire labeled (1) is the positive from the battery. The fuse block labeled (2) is totally empty- no fuse at all. The wire from this block is red but becomes black at the spot labeled (3).
It goes into the camper box in the area of my water pump. Mind you the water pump is working just fine right now without a fuse in this location.
Anyone have a thought?

Could be an option you did not order such as heated tank pad or electric stabilizers.
