Wolf pup 16bhs brakes

Just bought a new wolf pup trailer . The brakes seem really weak on the trailer I can't achieve brake lock up at any gain setting with manual brake lever is this normal for this trailer. Took my truck to the Chevy dealer they say it's putting out correct voltage camper dealer says it's the correct voltage . They are telling me it's just the way the single trailer axles are but I had a folding camper that had a single axle I could lock the brakes up with no problem with manual brake lever . What are your experiences or opinions?

I've never locked up my trailer. I suspect it's do to the single axles height weight loading. I use the trailer brakes to slow down instead of the TV for most stops so they do the job. I could ramp up the power on my controller but I keep it in the medium setting.

Mine are plenty strong on my 16bhs. I almost feel as though mine are too strong. I have the gain set to 4 out of 10 and it is very strong.

Are the brakes properly adjusted? Are your connection good?

Brakes

I adjusted the brakes. The camper dealer is saying that the axle manufacture does not make the brakes so that they will lock up. This is so you don't damage the tires or brakes. Its just a bit confusing to me that all the brake controllers I have had tell you to lock the brakes up at a certain speed then back off to set your gain. I guess this is no longer the way its done?? The camper is stopping fine under normal driving conditions.

I was always told to set them where the camper will hold the vehicle from rolling in gear, at idle, on level ground. Never to lock the brakes.

That is what I was told also. I have the 18TO and mine do lock up at a certain speed. This was told to me at Camping World when I bought mine.
