As previously mentioned, state requirements for a license to drive an RV varies from state to state. My understanding is that states have reciprocity agreements with every other state. What is important is to be properly licensed in your home state.

To avoid problems if stopped or have an accident, it might be well to carry, in addition to a valid license from you home state, evidence that your license meets your home state’s requirement for driving your RV.

Here are a couple of links which summarize state requirements:
https://www.fcrv.org/documents/legis-licenses-15.pdf
https://mhs2go.com/blog/do-i-need-a-special-license-to-drive-a-class-a-or-class-c-motorhome/

In my home state of Oregon, these two official DOT links make clear that my driver’s license is sufficient and a CDL is not required:
http://www.oregon.gov/ODOT/DMV/pages/driverid/classes.aspx
http://www.oregon.gov/ODOT/DMV/Pages/DriverID/CDLget.aspx

Since this thread started with a discussion of PA requirements, the following Family Motor Coach Association forum discussion by a few guys trying to comply with PA law might provide you with a good laugh or cry, whichever,
