NoBo 10.6 Frame rust

Just purchased a 10.6 NoBo secondhand, it's a 2019 with all the extra features except cold weather package (tank heater.)

Getting underneath, I am finding quite a lot of frame surface rust. The trailer did spend time in Mississippi and Montana in the rain but the amount of surface rust is pretty extensive to me. I did go through with a drill brush and some rust converter to help touch up and stop the spread of the rust. Is this out of the ordinary?

What I have yet to do is remove the underbelly protection layer and see what's going on in there. Has anyone ever done this?
