Federal Land is owned and regulated by the Federal Government not the State. The State has no authority over or on Federally Owned Land (ie US Federal Parks and US Forests) even though it is in the state. State laws and rules do not apply. Only Rangers, Federal Marshals other Federal Law Enforcement can make arrests on Federal Land, State Police, County Police do not have jurisdiction.
The State can regulate land owned by the state (ie State Parks) and privately owned lands.

Bottom line appears to be it is legal to camp on US Federal Owned land. But you can not camp on state or private owned land but.............. it may not be legal for you to drive to get to the Federal Land. ???
