I pulled out some drawers to look at the water line and from what I can see there is no valve. It goes from the water heater (cold line), to the kitchen sink (works great) to the outside connection. I can't see the entire length of hose due to its location, so I suppose there could be a valve.
Anyone know?

Typically those sprayer ports with just the hose attachment (no faucet valves) have no valve to turn them on/off unless you install one or someone else did. Having no valve also causes it to couple/disconnect with difficulty when under pressure and cause the internal o-rings/check valve to get "jumbled." (your words).
The factory does not use shut-off valves to individual plumbing runs in their plumbing scheme because it would cost them money. (the exception is the water heater) The entire plumbing system is either fully charged or completely off. Many of us have added shut-offs to various runs of the plumbing so it can be isolated if there is a leak.
