Fresh water capacity

My 2014 Salem Hemisphere 282rk says that it has 54 gal fresh water tank capacity. I believe 6 gal is included in the water heater. That would be 48 gal in the tank .With my water meter gage I can only put in 40 gal. What am I doing wrong.

It may have a 48 gallon sized tank, but you'll never get 48 gallons in it, due to the placement of the fill neck, vent, etc.. If you can get 40 gallons in and out of it, you're doing pretty good.
