Wallpaper bubble

Above our exit window I've noticed that the wall cover has bubbled, but isn't wet. I've caulked all around the window. Any thoughts. I've attached a picture. Click image for larger version

The paper is delaminating from the Luan plywood, most likely due to water intrusion at some point.

By resealing you most likely stopped it from getting worse.

To fix it you could maybe slit the paper and inject a waterproof glue under the paper and smooth it back in place. Trim with a razor blade to blend it in.

Thanks, I have a couple spots that need fixed. I think I found the leaks and sealed.

What type of glue does one use for this type of repair; wallpaper glue? I’ve also heard some folks use a heat gun or hair dryer to gently warm the glue and resettle the bubble.
I’ve got a current issue in my Apex of 4 years and am debating best approach. My issue is from the AZ heat and not water.
