Fresh water tank filling when hooked to city water.
I have a 2016 Wildcat 295RSX. When hooked to city water over a few days my fresh water tank will fill up. Is there a check valve that is bad and if where is it? Is it built into water pump and does that mean I need to replace the whole pump?

Try this:

Replaced the water pump and it fixed the problem. Must have been a bad check valve in pump.

Several things can cause a pump to leak internally but the biggest cause is bad installation I have found. Buddy of mine with a new TT only a few weeks old pump went bad he had it replaced under warranty and all was good for several more weeks again same problem he had me look at it and I found that the tubing was putting sideways twist on the pump head causing it to warp. He again got a new pump under warranty and had me replace it. I ended up remounting the pump with hoses long and looped to relieve the strain and so far (almost a year now) no problems. I have even redid mine after I bought the trailer because they had the pex mounted straight to the pump I cut the pex back and put a barbed fitting with a hose instead it also made it quieter. I want to move it because it is mounted to the ceiling of the basement pass through under the shower which makes it hard to work on.

I know you've solved your issue but if I bleed my pump dry of all water, like after a winterizing and do not reprime it if you will, the check valve will allow the water to back flow.
