Normally by opening the drain valve. It's probably a small white plastic valve directly off the bottom of the tank, or on a side of the tank very near to the bottom. Probably looks something similar to this:

There is a drain valve attached to a plastic pipe but when I open no water comes out. The water tank is 1/3 full.

If the plastic pipe is blue or red, it might be the plumbing low point drain. Either turn on the water pump, or connect to city water. Does pressurized water come out? If yes, that is a plumbing low point drain and not the fresh water tank drain. Also, are you sure the tank is actually 1/3 full with water in it, or just the light on erroneously?

Someone else posted this picture, top picture, of their drain valve. It may be clogged. Might want to try to blow air into it with the valve open.

This is what they found wrong:

I will give it a try. There is water in tank as when I turn off city water connection and turn on water in trailer the pump cuts in water comes from faucet.

I have a Wildwood FSX. On my fresh water tank, I don't have a valve. Instead I have a cap on bottom of tank towards drivers side that needs to be removed. I unscrew it and the tank drains. There are 2 other caps just inside the lower edge of trailer and like @NavyLCDR mentions, these are the low point drains for both the hot and cold water lines.

our FSX has the same arrangement, simply screw off the white cap to drain.
