Ground Wire???

When my 2010 Wildwood TT was new, there was a braided (aircraft type) wire welded to the frame and on the other end was attached to one of the screws on either the black or grey water plastic dump valve... today I noticed due to corrosion it has broken off... Is this some sort of ground / bonding wire and should I replace it? Why would you ground a plastic pipe system?
