That is the mount for an outside TV.

I lift the TV off mount in RV and set it on the mount outside of RV. This set up came installed on 2017 Heritage Glenn RV. I am going to install another TV mount in the bedroom. It does not have a locking device. I will figure that out. It swivels, tilts and extends. Around $15.00 at Amazon.com. I bought one and used it in house.

The final answer is - IT IS A TV Mount
I finally got back to the trailer after a several month hiatus for moving and checked the back of the TV inside. Lo and behold, it has a detachable mount that allows the whole tv to be unhooked and moved outside. The only problem is that all the cables are firmly cable-tied in place and would require some re-work to pry out the power cable. But be that as it may, I have no intention of ever moving the TV outside.
