Yes, to a degree.
Some brake controllers (not all) use inertia (when slowing down) to add to the amount of proportion to apply the brakes. You can't simulate that setting still but you will be able to tell if all 4 wheels are getting some braking.

Full on and lock up if the the trailer isn't moving too fast!
Only the brake controller proportionally applies enough current to apply the trailer brakes for the amount of brake pressure needed.
When you pull the pin it is full on brakes!

The emergency brake should only activate in the event of a complete disconnect from the tow vehicle. It's a last resort after failure of the coupler and chains. If just the coupler fails the chains and power cable will handle the trailer brakes in a controlled fashion.
The brakes are not there to save the trailer -- it's too late for that if it comes completely disconnected. They're there to stop the runaway trailer as soon as possible. Trailer will probably be wrecked but is less likely to injure something or somebody after it's disconnected.
Trailer power cord should be longer than the chains so the brakes can be used even if only the chains connect the trailer. If the chains fail the power cord is coming out "automatically." Emergency brake cable should be longer than the cord and chains so it's the last thing that deploys.

I quoted this post because it this is exceptional advice and everyone should read it again.
You DO NOT want the emergency brake pin pulling out when the R/V is still attached to the tow vehicle by just the safety chains. I have witnessed two times a trailer's emergency brake pin was pulled while still attached by the safety chains and in both cases it wrecked the tow vehicle.
A trailer will do some wild maneuvers when the pin is pulled and the brakes try to lock up fully as the trailer is moving at more than just a very slow speed. Since the magnets/shoes/drums/adjustment of each wheel can be somewhat different, the application of the brakes to each wheel can also be different, causing severe sway and excessive pulling from side to side. It will wreck things in a hurry!

Do this on gravel or sand. Check out the drag marks on the ground when you are done.
If it's a double axle trailer, only pull forward a foot or so, so marks from the first tire aren't obscured by the second tire. Or do a second test backing up.

Hi. At this point I have verified that the emergency switch is good. And the way it’s wired if the brakes are working through the truck they will work through that switch. My truck has a built-in brake controller on the dash and when I got the trailer I got going about 25 miles an hour and pushed the manual lever all the way over and you could definitely tell the trailer was braking. That’s how you determine how much gain you want to set it at. The manual tells me to get going 25 miles an hour and slam the manual break application lever all the way over and if the trailer brakes skid the tires then you know you don’t want to set it at max gain. But if the trailer tires don’t skid, then what should I set the gain at? When I rented the Winnebago in February I kept the gain at 10. But I don’t think that was right to do. I set the gain at 6 or 7 when towing mine and it seemed fine.
