Towing Capacity of RV Hitch

I have a 22FBS with a trailer hitch on the back. It is rated for 300 lbs, which is meant to carry cargo; I interpret to be 300 pounds directly supported by the hitch. I have a small trailer that has a tongue weight on the order of 40 pounds. It weighs about 500 lbs, and I am wondering if the hitch could pull it. I would not attempt to load anything; this is only in the event I need to move the trailer from points A to B for usage with my truck.

It is NOT for towing a trailer.
It's for things like a bike rack or cargo platform.
Your trailer has an ultralight frame and not designed for towing another trailer.
Plus many states don't allow double towing unless the first trailer is a 5th wheel. Even then some states don't allow any double towing.

You can check what NM laws are, regarding double towing but it varies greatly state to state.
