USUALLY the continuous hot wires only go to the switch that controls lights and devices. Since the OP's problem is a fuse that blows only when in motion I'd suspect the short is between the fuse and the switch that controls those devices.
Exception to this is is for things like dome lights and car horns where the the "ground" is switched.
