If the water pressure is fine with the pump... perhaps (as mentioned) the screen on the city water inlet is clogged.
Also there is a check valve that resides behind the city water inlet screen. It may be stuck or partially lodged closed. City water pressure opens it (spring loaded)
Finally, check for kinks in the plumbing line as it comes off the back of the city water inlet. I've seen several kinked.
Oh... and the obvious... be sure the spigot you are connecting to has good flow/pressure.
