Structure problem?

I have a 2011 Rockwood 8280WS 5th wheel. I recently inspected the tires and noticed that the clearance between the top of the tire and the camper body was less on the curb side. Upon further investigation, I discovered that the floor on the curb side, and in the same location as the wheels, drops down about 1/2 inch at the wall. While I can think of a couple things that might cause this, I'm curious if anyone has experienced this issue.

Our trailer had leaf springs which had gone 'flat' on one side.
