First thing to check is that your winterization bypass valves are correct. This thread may help and shows the different configurations.

One other thing to verify, is in case you have an outdoor shower, make sure the actual Hot/Cold valves/knobs are turned off, and not just the handheld wand button being pushed in.

If these valves are turned on, and you just turn off the water using the button on the handheld wand, it will allow cold water to mix into your hot water line.

Here are some pics I got off the internet. Your outdoor shower (if equipped) could look a lot different.

Check your shower miser valve to be sure it's off. If you have one.

? The Miser valve either diverts water back to the fresh tank, or to the shower head, but only when the shower water valves are on in either case.
Since the Miser valve is after the shower water valves, how would it's position cause intermittent hot/cold fluctuations?
If the Miser valve is open, no water comes out of the shower head (it is going to the fresh tank), and if it is closed, the water comes out of the shower head like normal.
